Project Background

Prosper Portland, in coordination with the Oregon Department of Transportation (ODOT) and the U.S. Department of Transportation’s Federal Railroad Administration (FRA), is evaluating proposed phased improvements to Portland’s Union Station (a National Register historic resource) and adjoining tracks to meet current code standards and future passenger rail demands. The Project is receiving federal funds from FRA for preliminary design work and environmental review. Funding for final design and construction has not been secured yet.

FRA has determined, and the Oregon State Historic Preservation Officer (SHPO) concurred, the Project, if constructed, would have adverse effects on four historic elements of Union Station: Front Yard, High Shed, platform canopies, and Nursery. Prosper Portland, ODOT and FRA consulted with interested parties to identify possible measures to resolve adverse effects on Union Station’s historic elements. Proposed measures are incorporated into a draft Section 106 Programmatic Agreement to be executed among FRA, SHPO, ODOT, and Prosper Portland.

Prosper Portland is seeking comments on the process, and the proposed measures to resolve the identified adverse effects to Union Station as outlined in the draft Programmatic Agreement. Feedback received will be considered in preparing the final Programmatic Agreement, schedule to be executed in Spring 2020.
