As part of the U.S. Department of Energy’s (DOE) Home Energy Rebate Programs, which was established and funded by the Inflation Reduction Act (IRA), the Tennessee Department of Environment and Conservation (TDEC) is soliciting public feedback on program design and implementation considerations to be incorporated into Tennessee’s program. We value feedback from all Tennesseans, so please answer the following questions with as much detail as possible.

Note: Many rules, requirements, processes, and eligibility considerations for the Home Energy Rebate Programs were established by the IRA and U.S. DOE and are, therefore, non-negotiable.

Pending approval from DOE, Tennessee plans to cover 100% of project costs for low-income households (i.e., households with incomes that fall below 80% Area Median Income) that are projected to achieve at least 20% in energy savings through the HOMES Program. This proposed increase from 80% to 100% of project costs would benefit low-income households that could otherwise not cover the cost differential to execute a project but could result in the State serving fewer total households.
