1. Effects of small scale developments on the transportation network

Trips Database Bureau (TDB)  have been commissioned by NZ Transport Agency to undertake research to determine if and how the potential effects of small scale developments on the transportation network should be identified and assessed.

The RMLA have kindly offered to circulate this survey amongst members as we are interested in the views of members as part of the stakeholder engagement stage of the research.  All responses will be aggregated and anonymised in the formal reporting to be submitted to NZ Transport Agency.  If you have any specific questions regarding the research please contact the research team project manager Dave Smith at dave.smith@abley.com or leave any additional comments including your contact details if you would like us to contact you in the final field of the survey.  We appreciate your inputs and thank you for your involvement in this research.

Question Title

* 1. Small developments could be regarded as those developments that fall below the lower development thresholds specified by consenting TLAs (where applicable). Do you think the transportation effects of small developments need to be assessed?

Question Title

* 2. If you think they need be assessed, what do you consider the minimum development thresholds (i.e. scale and size) at which the transportation effects could be considered negligible and therefore be excluded from assessment?

Question Title

* 3. If you believe that assessment is needed, what matters should be taken into consideration?

Question Title

* 4.  What role does the location of the development have in determining the potential impacts and necessary assessment and how should zoning locations and anticipated land use activity be taken into account (if at all)?

Question Title

* 5. Some TLAs do not specify development thresholds for when a transport assessment is required. In these instances, it is essentially at the discretion of the TLA to decide when an assessment is required. Which approach is preferred i.e. specific thresholds or discretion of the TLA?

Question Title

* 6. Where there are development thresholds specified by the TLA, is there ever a tendency to develop just below the thresholds to avoid the need for assessment?

Question Title

* 7. Do you currently use or are you aware of existing practices used to evaluate the individual / cumulative transportation impacts of small developments?

Question Title

* 8. How could assessment be undertaken to ensure consistency in quality, thoroughness and results across New Zealand but with a level of effort appropriate to the scale and size of the development?

Question Title

* 9. What, if any, risks or challenges do you anticipate if assessments are required for small developments?

Question Title

* 10. What, if any, benefits do you anticipate if assessments are required for small developments?

Question Title

* 11. What is the geographic area in which you practice?

Question Title

* 12. What is your discipline / practice area?

Question Title

* 13. How many years of experience have you in your discipline / practice area?
