SEMCOG FY24-26 Carbon Reduction Program Application

The Southeast Michigan Council of Governments (SEMCOG), is pleased to announce the FY 2024 - 2026 Carbon Reduction Program (CRP) Call for Projects. The CRP provides funding for projects that reduce carbon dioxide (CO2) emissions from on-road vehicle sources.  SEMCOG is expected to receive approximately $9.4M for each fiscal year between 2024 and 2026.  

Application window: December 7, 2022 - February 10, 2023

Eligible applicants
Eligible applicants include Act-51 agencies: county road commissions, cities, villages, regional transportation authorities, and transit agencies. Other agencies, such as townships, are encouraged to apply, but must partner with an eligible agency. 

Eligible Projects 
Eligible projects include, but are not limited to:

• Transit – bus replacement with clean efficient vehicles, alternative fueling infrastructure;
• Road- traffic signal interconnection, roundabouts, traffic monitoring and management, intersection improvements; and
• Non-motorized  - on-road and off-road trail facilities, replacement of street lighting and traffic control devices with energy-efficient alternatives, travel demand management programs

Local Match 
The federal share for each project is 80 percent; 20 PERCENT LOCAL CASH MATCH FROM ONE OR MORE NON-FEDERAL SOURCES IS REQUIRED. 

Scoring Criteria
SEMCOG's Regional Review committee will use the criteria below to award eligible projects CRP funding:
Primary

• Ranking all projects by cost effectiveness in reducing CO2;
• Project awards are capped at $1.5 million in federal funds, per project; and
• SEMCOG may adjust project award amounts dependent upon available funding.

Secondary

• Project-type diversity: by allocating up to twenty (20) percent of funds for award to non-motorized projects.
• For FY2024, weight may be given to non-transit projects since 100% of funds for FY23 were dedicated to transit projects;
• Using equity factors as defined by SEMCOG’s equity emphasis areas
• Reviewing projects for geographic representation and historic receipt of Congestion Mitigation Air Quality (CMAQ) program or CRP federal funding

Required Documents 
In addition to submitting this online application you must also upload the following documents to the document center at the end of the application: 

1. Emissions Calculation worksheet (Please save as PDF prior to uploading)
2. For all projects, the signed original of the CRP Signature Page. This must be signed by an authorized representative of the applicant community/agency;
3. For highway projects and for transit projects establishing new routes or increasing headways on existing routes, one or more 8.5 inch by 11 inch sketch maps showing the location(s) of the CRP project(s) (or maps of the transit routes) for which your community/agency is applying; and
4. For sponsored projects, the signed original Sponsorship Agreement, signed by both the Act-51 agency acting as sponsor and by the sponsored agency. Both the representative of the sponsoring agency and of the sponsored agency must be authorized to sign contracts on behalf of their respective agencies;
