CORE Group encourages all Member Organizations and Individual Associates to sign on to the
Call to Action—Complexity Matters. The complexity of the community health and development programming landscape poses significant theoretical and methodological challenges for the evaluation of social and behavior change. Yet methods of monitoring and evaluation that are appropriately adaptive in response to emergent needs and opportunities can help monitor complexity, but are not always supported by donors or used by implementing organizations. We owe it to the populations we serve to act on what we know about the importance of context to the nature of change. This Call to Action is therefore advocating for context-sensitive and complexity-aware monitoring and evaluation approaches and the commitment of both donors and implementers to make that happen.
