Introduction

The City of Missoula’s Redevelopment Agency is conducting a master planning process for the North Reserve-Scott Street Urban Renewal District (NRSS-URD) and planned URD expansion areas. The project is exploring a wide range of opportunities in the study area including: transportation and connectivity improvements; infrastructure priorities which include serving future uses on vacant and transitioning properties; desired site uses and amenities; and recommendations for how zoning and place types from the newly adopted Our Missoula 2045 Land Use Plan could apply in the area. When finished, the 2026 Master Plan will act as a guide for feasible project implementation and future investment into the NRSS-URD and planned expansion areas.

The Reserve to Scott Street Master Plan area includes over 800 acres of land bordered by Reserve Street on the west, Scott Street on the east, 1-90 to the north and the rail corridor to the south.

The project is currently in the “draft plan” phase of the work and we are seeking input on draft plan concepts, vision and value statements, place type recommendations and connectivity improvements. Your input will help shape plan concepts and will help ensure that recommendations for future development in the area meet the needs and interests of the community. Future opportunities to stay involved and provide input on final plan elements and recommendations will be offered in the next phase of work that will run from July-September 2026.
