Introduction

The City of Missoula’s Redevelopment Agency has started a master planning process for the North Reserve-Scott Street Urban Renewal District (NRSS-URD) and planned URD expansion areas. The project will explore a wide range of opportunities in the study area including: transportation and connectivity improvements; infrastructure priorities which include serving future uses on vacant and transitioning properties; desired site uses and amenities; and recommendations for how zoning and place types from the newly adopted Our Missoula 2045 land use plan could apply in the area. When finished, the 2026 Master Plan will act as a guide for feasible project implementation and future investment into the NRSS-URD and planned expansion areas.

The Reserve to Scott Street Master Plan area includes over 800 acres of land bordered by Reserve St. on the East, Scott St. on the West, 1-90 to the North, and the Rail Line to the South.

The project is currently in the “Analysis” phase of the work that aims to collect information about the goals, vision, and priorities for future growth in the study area. The information collected in this Analysis phase will establish parameters and inform the draft plan including infrastructure, recommendations, and development concepts. Future opportunities to stay involved and provide input on initial master plan concepts and designs will be offered in the next phase of the work that will run from April-June 2026.
