This brief survey is part of the Regional Housing Strategy (RHS), a collaborative effort among the Towns of Avon and Stoughton and the City of Brockton, in partnership with the Old Colony Planning Council. The Regional Housing Strategy envisions a future where all residents of Avon, Brockton, and Stoughton have access to safe, affordable, and high-quality homes in inclusive, thriving communities. We aim to build a region that actively addresses housing inequities by creating new housing opportunities, preserving and reinvesting in existing homes, and ensuring long-term affordability for people of all incomes, races, and backgrounds. Through collaboration, innovation, and community engagement, we will shape a resilient housing ecosystem that supports economic mobility, stability, and sustainability for current and future generations.

Goal 1: Housing Production and Housing Choice
Increase the total number of safe and healthy homes so that people at any stage of life and income will be able to find a place to live, while meeting the projected need of 6,500–7,000 new homes across Avon, Brockton, and Stoughton by 2035.
Goal 2: Housing Location
Build more homes in neighborhoods where people can easily access everything they need, including shops, schools, parks, jobs, safe walking and biking paths, and public transportation where available.
Goal 3: Housing Affordability
Provide housing stability for current and future residents by creating and maintaining homes that affordably meet their needs, therefore ensuring access and ability to stay within communities of opportunity
Goal 4: Housing Security
Eliminate housing insecurity through the strengthening of diversion and emergency shelter systems and the long-term creation and preservation of homes appropriate for chronically unhoused residents, individuals and families at risk of homelessness.
Goal 5: Fair Housing and Engagement
Foster inclusive communities and affirmatively further fair housing in every neighborhood in our region while communicating equitably and effectively across the region.
Goal 6: Funding Sources and Partnerships
Create and sustain long-term funding sources and partnerships – across agencies, municipalities, organizations, and advocates – to advance the other goals of this plan, reduce barriers to housing production, and support region-wide coordination on local housing policies.
