Public Library National Voter Registration Act (NVRA) Implementation Plan

On behalf of the library name listed below, I am submitting our National Voter Registration Act (NVRA) Implementation Plan for review and compliance purposes.

As the library voter registration coordinator, I acknowledge that the Texas Election Code (TEC) designates each public library, including any branch or other service outlet, as a voter registration agency. A public library, as defined in Section 20.001(c) of the TEC, means a library that:
  • Is regularly open for business for more than 30 hours a week;
  • Is operated by a single public agency or board;
  • Is open without charge to all persons under identical conditions; and
  • Receives its financial support wholly or partly from public funds.
As a public library that offers voter registration, we understand the responsibilities under the National Voter Registration Act of 1993 and affirm its commitment to ensuring eligible patrons are provided voter registration opportunities in accordance with federal and state law. Our implementation plan outlines our policies and practices related to voter registration services.
