Your support for the next generation of the National Land Information Service

Land Data is seeking the public support of your organisation for the next generation of the National Land Information Service (NLIS), which we will develop over the next 18 months.
The new NLIS platform will be independent with the aim of bringing greater efficiency to Official Searches and the provision of upfront information through data standards, streamlined processes and greater transparency. Your backing shows that together, we’re working towards a regulatory and data foundation for the Government's Plan for Change, which is invested in data integrity, consumer assurance, early disclosure, interoperability and trust.

We've consulted widely with the market on the development of the new NLIS platform. Some of you have been involved in our market research work and our successful Proof of Concept project over the summer. Letting the market guide our progress has, and will continue to be, paramount as we move forward with a new stakeholder advisory group and early adopter testing.

The next generation NLIS platform will be independent and built for the good of the market and the consumer. It will be regulated by Land Data and use data standards and a first-of-its-kind data model to bring greater consistency and efficiency to Official conveyancing searches and upfront information, scaling in time to new use cases in the wider property market and easy access to PropTech companies. Background on NLIS
For 24 years Land Data has worked to improve the Official Searches market. Set up by a central/local Government consortium, Land Data regulates and runs (under licence) the NLIS Hub, which electronically connects conveyancers needing Official Searches to every local authority in England and Wales. Though pioneering in its day, the NLIS Hub uses outdated technology and needs to be replaced.

The NLIS platform and OPDA Framework
The new NLIS platform is aligned with the Open Property Data Association’s Property Data Trust Framework. Both are focused on standardised, interoperable data sharing to drive efficiency. While NLIS is focused on Official sources of data and the searches market, the OPDA Framework has a broader remit across the home buying and selling ecosystem.


KEY BENEFITS OF THE NEW NLIS PLATFORM:

Market Efficiency: The new platform will reduce the number of queries between search providers and data providers through integration of the UPRN, clearer 'live' pricing, and the ability to submit polygons rather than pdfs. It will also streamline channels and enable upfront information, helping reduce transaction fall-throughs, a primary objective in the Government's Plan for Change.

Improved Data Quality: NLIS will maintain and potentially increase Official Search revenue for local authorities, supporting critical data management. Consistent data standards will enhance the quality and interoperability of Official sources of data.

Market Transparency: All Official Searches and upfront standardised data will be recorded along with performance levels and turnaround times. This will provide market assurance and insight into the early stages of the transaction process, with accurate Official Search volumes by region.

Innovation: The platform will support the innovative use of existing data by PropTech firms, enable data providers to offer more data to the market, and allow for flexible integration of new elements in time such as the data required for building safety checks and EPCs.
