Property Taxes
The next several questions deal with property tax reform in Kansas. It's important to remember that the property tax levies are assessed almost exclusively on the local level, as even the 20 mills the state assesses are simply a pass through for K-12 public education. However, the state can set parameters to reform the system in how they are assessed.
2.Do you support a constitutional cap on annual taxable property valuation increases? (Typically 3 or 4%)(Required.)
3.Making it harder for local government to raise property taxes. As noted, local governments control the mill levy.

Would you favor reforms that would require local governments (like a city council) to obtain a supermajority in order to exceed the revenue-neutral mill levy rate?
4.Similarly, would you favor reforms that would require a vote of the people for a local government to raise the mill levy?
5.Do you favor electing, rather than appointing, county appraisers? (Approximately half the states elect them.)
6.Do you favor giving Kansans a rebate on property taxes if their home sells for less than it was appraised for?
7.Would you favor exploring ways to eliminate property taxes altogether, like Florida is attempting to do?
