Request for Proposals (RFP) for Mobile Legal & Case Management Services for Unhoused Immigrants
The Center for Nonprofit Management (CNM) is proud to announce the availability of grant funding, made possible through the County of Los Angeles Office of Immigrant Affairs (OIA) in the Department of Consumer and Business Affairs (DCBA) as a component of OIA’s Capacity Building for Immigrant-Focused CBOs initiative. This grant program aims to make direct investments in community organizations to provide mobile legal support and case management services to newcomers and long-term immigrants experiencing homelessness throughout Los Angeles County. CNM will administer the implementation of this grant program.
PERFORMANCE PERIOD: Funding is available for a 12-month period.
Overview of Grant Program:
The Mobile Services Project Grant aims to offer culturally competent case management, immigration legal orientation and limited scope application assistance for new migrant arrivals and long-term unhoused immigrants in the emergency shelter and transitional housing system, and other immigrants at risk of homelessness. The project also aims to promote cross-sector understanding and relationships between immigrant-focused organizations and agencies focused on homelessness services (and prevention). In addition to delivering case management and legal services, the selected recipients will be expected to facilitate training to build the knowledge of immigrant-serving CBOs and homelessness service providers to respond effectively to the needs of immigrant clients.

Selection Process:
Project proposals may focus services primarily on a limited number of shelters and other locations that support a high volume of unhoused migrants. However, proposals should also describe plans to make direct services available at other locations across the County where unhoused migrants are identified throughout the project. The Mobile Team should plan to coordinate closely with existing government and nonprofit entities already engaging with unhoused immigrants, including the Los Angeles County Public Health, Mental Health and Health Services departments, the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Housing Services Authority (LAHSA) and its network of service providers and shelters and other charitable organizations serving unhoused migrants. Applications should identify any existing relationships with entities already serving unhoused immigrants that will allow the funded consortium to begin serving the target population immediately.
Proposals should not include a budget for direct outreach. While the mobile team may participate in some outreach activities and events throughout the course of the project, the primary means of identifying unhoused migrants in need of case management and legal services should come through partnerships with entities already engaged in outreach to unhoused persons and shelter/service provision to migrants.
For this grant program, collaborative partnerships/consortiums are required when applying. CNM will make two awards in the amount of at least $500,000 each (for a total of up to $1.5M for a consortium). A successful application.
