The World Bank is currently supporting the Office of the Head of the Civil Service of the Federation (OHCSF) to develop a successor plan to the 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP20). You may recall that FCSSIP20 was based on the Buhari Administration’s Change Agenda and Economic Recovery and Growth Plan (ERGP), which was approved by the Federal Executive Council (FEC) in July 2017. The purpose of the FCSSIP was to reposition the Nigeria Federal Public Service as an effective machinery of government for improved service delivery.

Consequent upon the expiration of the FCSSIP20, it has become necessary to develop a successor plan to enhance successes of the past, build sustainability for future initiatives while staying focused on the ultimate aspiration to provide improved service quality. The successor plan for year 2021 to 2025 will require the input of stakeholders from the public, private, and civil society sectors.

One of the major activities outlined for successful implementation of the project is the conduct of key stakeholders’ interview to ascertain root causes of issues and reasons why previous reform attempts recorded limited success. Considering your experience as a stakeholder, your contribution will enrich the outcome of this project.
