A Fairer Medicare: Reshaping the Mental Health Care Plan

We are undertaking this project as part of the National Mental Health Consumer Alliance (NMHCA) to advocate for a more inclusive, flexible, and expanded funding model for the Mental Health Care Plan (MHCP).

Our goal is to help shape reforms that genuinely reflect the diversity of people’s lives and experiences - particularly those of people from marginalised communities, including rural and remote communities, culturally and linguistically diverse and culturally and racially marginalised communities, LGBTQIA+ communities, and others who continue to face systemic barriers when seeking mental health support.

We acknowledge that some of the questions in this survey may be difficult or bring up painful feelings, particularly for people who have experienced harm, exclusion, or frustration within the public mental health system. Participation is completely voluntary, and you are welcome to pause or stop at any time. If completing the survey feels distressing, we encourage you to reach out to someone you trust or access support in a way that feels right for you.

Current eligibility criteria
To be eligible, a person must:

  • Be an Australian citizen, permanent resident, or an eligible visitor with a valid Medicare card
  • Have a clinically diagnosed mental health condition
  • Require a moderate level of support
  • Be likely to benefit from a structured and coordinated approach to managing their care needs
  • See their usual medical practitioner, GP, or participating medical practitioner (PMP) at the general practice where they are enrolled under MyMedicare

Accessing 10 or more sessions

Under the current Medicare system, people accessing mental health support are generally limited to 10 individual and 10 group sessions per calendar year through a Mental Health Care Plan.

One aim of this project is to advocate for increased access to sessions, recognising that people’s lives are complex, mental health needs can fluctuate over time, and a rigid, session-limited model does not reflect how recovery, healing, or ongoing wellbeing support actually works for many people.
