It enables decision-makers to make strategic choices and support interagency coordination to help stabilize our communities most impacted by displacement.

* The vulnerable populations included in this report are not an exhaustive list of all categories of people at higher risk and include people of color (Black, Latinx/Hispanic, Asian, Native American/American Indian, and Pacific Islander), people living with disabilities, low-income households, people experiencing homelessness, seniors, youth, immigrants, LGBTQ+, refugees, linguistically isolated households, small businesses, veterans, and non-profit organizations.
