Thank you for taking the time to complete this survey. Before proceeding, please read the following
background information.
Background
The City of West Covina receives an annual allocation of Community Development Block Grant (CDBG)
funds from the U.S. Department of Housing and Urban Development (HUD). To receive these funds, the
City is required to prepare a five-year Consolidated Plan, which guides the use of the funds and serves
as a visioning document.

years. Currently, the City is in the planning phase as it prepares its next update of the Consolidated

Your feedback will help the City determine priorities for the use of these funds over the next five years.

are eligible to be addressed with the grant funds.

The survey has four areas: (1) Public Facilities and Improvements, (2) Public Services, (3) Housing, and
(4) Economic Development. Please rank each of the activities in these areas on the following scale:
