Higher standards and growing professionalism

Streamlined process that is less complicated and easier to maintain

Mobility makes for a more appealing career and provides a larger pool of candidates

Ability for operators to respond to disaster relief without barriers

Standardization is a baseline for operator knowledge and could be supplemented with regionally specific modules on rules and regulations

Some states require additional credentials such as a civil service exam and the differences between states might to too great—diluting the subject matter

State certification program represents a revenue source that may need to be preserved in some fashion

Perception that regulators might lose some control

The added challenge of testing knowledge of state regulations

If highly mobile, there could be a lack of familiarity with who to contact for issues, weaker connections to regulators, or could lose operator dedication.

Certification boards sit in different locations around states and it’s not easy to get everyone at one table to discuss these issues

Some states already do have reciprocity, but in different levels of strictness

The push for higher standards could make prospective operators hesitant about joining the field

Credential portability needs to be easier, faster, and less expensive for state buy-in: Make the right decision the most economical one too.

State regulation laws can address certification, which can be challenging to change

Different levels of classification add complexity not present in other industries and classifications are not necessarily consistent geographically

Multiple visions from multiple decision-making groups add complexity
