What is Resiliency?

Resiliency refers to the ability of communities, systems, and infrastructure to anticipate, prepare for, respond to, and recover from changing conditions and disruptive events. These conditions may include more frequent and severe weather events, flooding, and other natural hazards. A resilient community not only reduces risk and vulnerability but also adapts over time in ways that protect public health and safety, support economic stability, maintain essential services, and preserve natural, cultural, and social resources.

Why is Broome County Developing a Countywide Resiliency Plan?

Broome County is developing a Countywide Resiliency Plan with funding support from the New York State Department of State. The purpose of the plan is to evaluate how changing environmental and climatic conditions may affect future development opportunities and growth across the County. This includes impacts on housing and the local economy, transportation and utilities, government services, agriculture, social infrastructure, and natural and cultural resources.

The plan builds upon existing plans, studies, institutional knowledge, public engagement efforts, and new technical analyses to provide a coordinated and comprehensive approach to resiliency planning. It will identify risks and vulnerabilities associated with anticipated climatic changes—such as increased storm intensity, flooding, and other hazards—and assess how these risks intersect with competing land use priorities. Ultimately, the plan will help ensure that regional planning efforts and public investments are informed by community needs, priorities, and long-term resilience goals across Broome County and its municipalities.

Purpose of the Survey

This survey seeks input to help identify the Broome County's key community concerns and priorities as they relate to resiliency. Responses will be used to inform future community outreach efforts and the Resiliency Plan’s recommendations. Your feedback will help ensure the plan reflects community needs and provides resident-informed, place-based strategies for long-term resilience.
