For the duration of their agreement with Housing Services, residence students are responsible for the condition of their unit. As such, Housing Services expects that at move out residence units will be looked after, clean, and in good repair, with the exception of normal wear and tear.

Housing Services administers cleaning and damage charges by having trained staff fairly, accurately, and consistently assess residence units. Cleaning and damage charges are based on an established list of costs, as approved by the University of Lethbridge Board of Governors. This list of costs can be found in the Residence Community Handbook under the ‘Cleaning, Maintenance, Repair, and Replacement Policy’. Every residence student has a right to due process and procedural fairness. As such, any cleaning and/or damage charges may be appealed. Please note that the burden of proof for the appeal is the responsibility of the appellant.

An appeal must be submitted through the online form where the appellant clearly and accurately details the specific reasons each charge is being appealed. The specific reasons for each charge will be assessed for sufficient cause based on the following criteria:

  • New evidence (ie: photos, evidence of pre-existing damage, or evidence that another resident was responsible for damage etc.) which supports a different outcome for the residence student making the appeal;
  • Error(s) in the application or interpretation of Housing Services policies and violations, as per a license agreement or the Residence Community Handbook;
  • Clear evidence of bias in the cleaning and damage assessment process
Please note that appeals based on the following criteria will not be reviewed:
  • The costs of cleaning, repairs or materials
  • The principle of charging for cleaning and damages
Your appeal deadline is 14 days after you receive your Security Deposit email that includes the notice of assessment from your move out.

Any charges assessed will stand, until formally overturned through the appeal process. Note, regardless of the results of the appeal process, Housing Services and the University are not responsible for any costs incurred during the appeal process (ie: accumulated interest charges).
