The Guam Women’s Chamber of Commerce (GWCC) is conducting a survey of Action PAC candidates to determine individual stances on issues important to GWCC members. Please respond to the following six (6) questions by noon Monday, October 26th. We look forward to your responses to the following questions below.

Based on 2017 Department of Labor Economic Census data revealing that the percentage of known women-owned businesses on island ranged from between 9% - 22%, depending on the industry, the GWCC will be proposing legislation in 2020 that authorizes a 10% set-aside for Government of Guam contracts for women-owned businesses. Would you support such legislation? Why, or why not?

* 4. 10 GCA subsection 3218 requires that a physician who performs an abortion on Guam must fill out a report containing 25 potentially identity-revealing items about the patient: age, ethnicity, village, number of living children, etc. This report must be turned in to the Department of Public Health and Social Services. This statute and a number of other statutes are designed to intimidate women and doctors with regard to abortion on Guam. If elected, would you be willing to repeal 10 GCA 3218?

* 5. The COVID-19 pandemic has revealed that single parents on Guam struggle perhaps more than any other statistical category. If elected, would you support legislation such as increasing the eligibility threshold of single parents for the federally funded day care block grant; and legislation that supports flexible work hours for a single parent? Do you have any other suggested legislation to help single parents who struggle to make ends meet?
