Fiscal Year 2027 (10/01/2026 - 09/30/2027) Disability Rights Delaware Focus Areas Survey

Disability Rights Delaware (DRD) of Community Legal Aid Society, Inc., is the state’s designated Protection and Advocacy agency under federal law. We provide advocacy and legal services to individuals with disabilities to protect them from abuse and neglect and to advocate for their legal rights. To ensure that our limited resources are used to address issues of importance to people with disabilities, we are seeking input from people with disabilities, their families, professionals, health care and service providers, and the general public to guide in determining our areas of focus for the next year.

Note: priorities will be developed based on FY2026 funding levels. Outcome targets will be proportionately scaled based on any changes in the funding level.

1.What do you think are the most important issues facing people with disabilities in Delaware? Please write your top three in order of importance, in the text box below.

Issue areas may include advocacy and services around:
* Services and supports for young adults reaching adulthood
* Being safe from abuse, neglect and individual rights violations in facilities (psychiatric hospitals, nursing homes, group homes, etc.)
* Being safe from abuse, neglect, seclusion and unsafe/unnecessary restraint at schools
* Access to public buildings, programs or information
* Access to community-based services and supports
* Increased access to / availability of community based living options

* Adequate discharge planning from facilities to the community for those who wish it
* Promoting individual decision making through alternatives to guardianship decision-making supports
* Advocacy with community mental health providers, including grievances and complaint systems
* Self advocacy training and technical assistance
