Food (Promotion and Placement) (Scotland) Regulations come into force on the 1st of October 2026. The regulations will make it easier for consumers to make healthier food choices by targeting food categories that are significant contributors of calories, fat, salt and sugar to the Scottish diet by restricting promotions of pre-packed food and drink products within 13 targeted food categories that are high in fat, salt and sugar (HFSS) by;
Restricting certain price promotions of targeted HFSS foods, such as multi-buy offers (for example buy one get one free) seasonal promotions and free refills of soft drinks with added sugar; and Restricting the placement of targeted HFSS foods in prominent locations in store when retail stores are over 185.8 square metres (or 2,000 square feet) and equivalent key locations online.
To distinguish if a food is classified as HFSS you need to calculate the Nutrient Profile Model (NPM) score. The NPM balances negative "A" points (energy, saturated fat, sugar, sodium) against positive "C" points (fruit, veg, nuts, fibre, protein) This fund will assist you with the associated costs of reducing your NPM score to ensure that your healthy Scottish food and drinks brands can be promoted and placed in key promotional areas within the retail sector. Funds of up to £5k, match funded by businesses, will be available to assist food and drink manufacturers to improve their NPM score.
