Sheepy Parish Neighbourhood Plan Review |
Introduction
What is the neighbourhood plan?
Neighbourhood planning was introduced in 2011 and offers communities direct power to shape the development and growth of their local area. These devolved planning powers allow communities to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided.

Doesn't Sheepy already have a Neighbourhood Plan?
Yes. The first Sheepy Parish Neighbourhood Plan was ‘made’ by Hinckley and Bosworth Borough Council on 19 March 2019 following a successful local referendum. The Neighbourhood Plan was reviewed a few years later and 'made' on 25 April 2022. The latest Neighbourhood Plan can be downloaded here: Sheepy Neighbourhood Plan
Who is affected?
The Sheepy Parish Neighbourhood Area comprises the Parish of Sheepy (see map below). The Parish is comprised of a large rural area (3,090 hectares) with a population of 1,260 and 525 households (2021 Census). The Parish contains the settlements of Sheepy Magna, Sheepy Parva, Sibson, Wellsborough, Upton, Pinwall and The Cross Hands.
Why is the Neighbourhood Plan important?
The Neighbourhood Plan has enabled the communities in Sheepy Parish to play a much stronger role in shaping the area in which we live and work. The Neighbourhood Plan has protected important green space and set guidance for the type, scale and location of future developments rather than be simply imposed upon us. The Sheepy Parish Neighbourhood Plan has protected the area from unwanted development.
Why undertake another review?
To make sure the Neighbourhood Plan remains current, the Parish Council has decided to review and update it. The existing Neighbourhood Plan covers the period 2018 to 2036, the updated Plan is likely to have a plan period of 2024 to 2045. To maintain the protections the Plan has given us, it needs to be reviewed every five years.
Who is reviewing the Sheepy Parish Neighbourhood Plan?
The Steering Group for the Sheepy Parish Neighbourhood Plan is made up of local residents and representatives from Sheepy Parish Council who have volunteered to help. Members may change as the plan progresses and new members from the community who wish to get involved would be very welcome. The role of the Steering Group is to impartially advise the Parish Council and to help create an updated and robust Neighbourhood Plan for full public consultation. Ultimately our goal is to create an updated plan that best represents the needs and wishes of the local community.
What are we doing now?
Our first Neighbourhood Plan was informed by a community questionnaire that was undertaken in 2016. That survey is more than ten years old and we want to make sure that the Neighbourhood Plan continues to reflect local need and wishes.
