Improvement Plan to Meet SB/DVBE Participation Goals State agencies, departments, boards and commissions that have not achieved the small business (SB) 25 percent participation goal and/or the Disabled Veteran Business Enterprise (DVBE) 3 percent contract goal during the reporting fiscal year as established in Executive Orders D-43-01 and S-02-06, must submit an Implementation and Corrective Action Plan(s) to the Department of General Services (DGS). The improvement plan must be reviewed, approved, and submitted to DGS by the Consolidated Annual Report due date October 31, 2021 for the covered reporting fiscal year.DGS will compile all the plans received from departments and will share the information with the Director of the California Office of the Small Business Advocate and the CalVet DVBE Advocate to explore ways to work with departments to improve performance.
