The Board of HCAOA Illinois has long been aware of alleged utilization of "gray market care givers" in assisted living establishments and nursing homes. These caregivers are not subject to any sort of regulatory oversight or quality standards, as compared to caregivers employed by licensed home care agencies, which we believe puts clients at risk and exposes facilities to significant liability.

The board is currently exploring avenues to address this issue legislatively, and feedback from our members will help inform our next steps.
