Police Traffic Collision Report (PTCR) Manual Review

PTCR Manual Review comments are due by Friday, December 4, 2026. The final manual will be released by December 31, 2026.
The PTCR manual is for crash investigators who complete PTCR reports and provides information about the PTCR form. The manual includes instructions and guidance for completing the form with high accuracy and quality. The PTCR Manual has undergone a complete rewrite and update to reflect current investigative and reporting practices. The updated manual follows the TraCS PTCR process flow, with paper report instructions moved to an appendix. The updated manual includes new guidance for reporting on crashes involving electric devices, when a PTCR should be completed, and clarifies other areas that lacked detail in the previous manual. When providing comments, please reference the page number and be specific if you are suggesting edits.
Review comments should be limited to only content in the manual. We are NOT updating the PTCR form at this time. A workgroup will be formed in 2027 to update the actual PTCR form, so please keep your comments focused only on the manual content and not specific changes that should be made to the form itself.
