* 5. What considerations should be taken into consideration in developing a monitoring process? (size location of program, communities served, cultural factors)

* 6. What will make this monitoring process helpful to existing or developing programs?

* 7. Assuming no state funding is available, how should monitoring be funded?

* 8. What criteria should be used to determine compliance and what should happen if programs do not meet compliance?
