POA Court Financial Baseline Assessment

Survey Instructions and Confidentiality Statement
  • To ensure accuracy and consistency, respondents are encouraged to complete this survey in consultation with their Finance Department or designated financial support staff, particularly for questions related to revenues, expenditures, tax levy support, and financial trends.
  • Information collected through this survey will be used by the MCMA Financial Sustainability Subcommittee to establish a provincial baseline of POA court financial sustainability and support the development of evidence-based recommendations. Individual municipal responses will remain confidential and will not be shared with the Ministry of the Attorney General or any external organization in a manner that identifies a municipality. Survey results will be reported only in aggregate form (e.g., provincial averages, ranges, trends, and summary statistics). No municipality, court service area, or respondent will be identified in any report, presentation, or advocacy material without prior consent.
  • For consistency, some survey questions reference the period between 2019 and 2025. The Subcommittee selected 2019 as the baseline year because it represents the last full pre-pandemic operating year for POA programs across Ontario. Using 2019 as a common reference point allows for a more meaningful assessment of how POA revenues, expenditures, and municipal tax levy support have changed since the pandemic, while avoiding comparisons that rely solely on post-pandemic years.
  • To promote consistency across survey responses, respondents are encouraged to use the attached POA Cost Framework when answering financial questions. The framework identifies the direct and shared costs that should be considered when reporting POA expenditures and assessing the overall financial position of the program. Using a common costing approach will help ensure results are comparable across municipalities.
