Texas' 1115 demonstration waiver, the Healthcare Transformation and Quality Improvement Program, is a 5-year waiver that goes through September 30, 2016. It includes Texas' three major Medicaid managed care programs (STAR, STAR+PLUS, and Children's Medicaid Dental Services), an Uncompensated Care (UC) Pool and a Delivery System Reform Incentive Payment (DSRIP) Pool. In order for Texas to continue these Medicaid managed care programs, UC, and DSRIP, Texas has submitted an extension request to the Centers for Medicare and Medicaid Services (CMS).  

Stakeholders had the opportunity to provide input on HHSC's proposals to be included in the waiver extension request in public meetings held earlier in 2015 and in previous surveys.  The feedback received from these meetings and survey can be found on the waiver website at http://www.hhsc.state.tx.us/waiver-renewal.shtml.  As HHSC continues to work with CMS to determine the future of the 1115 Waiver, we are offering this opportunity for stakeholders to provide feedback for protocol level proposals for the waiver extension that was presented in the September 30,2015 webinar. UC and Managed Care are not addressed in this survey.  If you have already responded to a previous survey or provided feedback at one of the public meetings, we have your feedback and it is not necessary to make additional comments on the same elements in this survey.
