* 3. Council must commit adequate funds to its renewal program as a priority to maintain its existing assets before it can assess and prioritise works on the categories of upgrade and new assets.

For large projects which require a Council contribution there are various approaches Council could take. These include delaying projects until cash reserves have accumulated to deliver a project (this could take several years for large projects); applying to the Essential Services Commission to raise rate income above the cap set by the Victorian Government; or borrowing money.

When delivering large multi-generational or transformational projects such as community hubs, an aquatic centre or art gallery, how would you like to see Council's contribution funded (excluding government grants)?
