The Committee will evaluate current market conditions using the criteria of market liquidity, market transparency and operations processes, and any other issues that may fall outside these areas.

One of three rankings should be given:

 

1: No Issues - The market is functioning well

 

2: Some Issues - Conditions which have the potential to impair the market are evident.  Commentary is expected to be provided which identifies the source(s) of the issue(s) and suggest action (if possible) to avoid market deterioration.

 

3 - Major Issues:  Significant conditions which are impairing the market are evident. Detailed comments are required proposing an action plan to restore market integrity or resolve issues of concern.
