Loudoun County Equine Alliance (LCEA) is gathering information to determine if the state code as currently written for passing horses on roadways is adequate, properly enforced and well publicized. The results of this survey will be used to recommend improvements in safety in the form of driver education, signage, enforcement or other measures as deemed appropriate.
Title 46.2. Motor Vehicles § 46.2-839. Passing bicycle, electric personal assistive mobility device, electric power-assisted bicycle, moped, animal, or animal-drawn vehicle.
