This survey was developed to firstly analyse the current regulatory frameworks of Nuclear Energy Agency (NEA) member countries for nuclear or radiological facilities (e.g., civil commercial nuclear power plants, research and test reactors, fuel cycle facilities, and irradiation facilities), as well as their use of a graded approach, in which the stringency of regulatory requirements is adjusted based on the level of risk associated with each facility. This survey secondly explores the regulatory frameworks for Emergency Planning and Response (EPR) for Small Modular Reactors (SMRs), as well as their plans and strategies for adopting a graded regulatory approach.
The EGEPSMR acknowledges both the strategic and infrastructural safety enhancements made to existing commercial nuclear power plants, as well as the technical advancements in modern nuclear reactor designs, which are typically categorised as Generation III and/or Generation III+ reactors. Therefore, the EGEPSMR considers collecting information on the graded approaches adopted by NEA member countries in regulating reactors with enhanced safety and/or modern reactors will be valuable for understanding their strategies in establishing graded approaches for SMRs. However, a detailed analysis of graded approaches for large nuclear reactors will not be included in this survey.
