HOME- American Rescue Plan |
On March 11, 2021 President Biden signed into law the American Rescue Plan (ARP). Congress appropriated $5 billion to be administered through the HOME Investment Partnership for activities primarily benefiting qualifying individuals and families who are homeless, at risk of homeless, or other vulnerable populations.
QUALIFYING POPULATIONS
1. Homeless
2. At Risk of Homeless
3. Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking.
4. Other Populations
-Other families requiring services or housing assistance to prevent homelessness.
-At greatest risk of housing instability.
ELIGIBLE ACTIVITIES
The American Rescue Plan will be administered to perform four activities that must primarily benefit qualifying individuals and families. These activities include:
1. Development and Support of Affordable Housing
2. Tenant-Based Rental Assistance
3. Provision of Supportive Services
4. Acquisition and Development of Non-Congregate Shelter Units
