Every five years The West Virginia Development Office (WVDO), an agency of the West Virginia Department of Commerce, and the West Virginia Housing Development Fund (WVHDF) develops a 5-year Consolidated Plan to guide the use of federal funds received from the U.S. Department of Housing and Urban Development (HUD).  

The following programs and estimated funding allocations will be included in the FY2020 Annual Action Plan which is the first year of the 5-year Consolidated Plan: Community Development Block Grant (CDBG) $13.6 million in non-entitlement areas and HOME Investment Partnerships Program (HOME) $4.7 million; Housing Trust Fund (HTF) $3 million; Emergency Solutions Grant (ESG) $1.6 million; and Housing Opportunities for Persons with AIDS (HOPWA) $513,000 statewide.  Please note, all proposed activities’ budgets are estimates and will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts.  

The 2020-2024 Consolidated Plan and the FY2020 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) within 60 days after the date 2020 allocations are announced, but no later than August 16, 2020.
