INTRODUCTION
Geographic information is increasingly used by local governments for planning and policy decisions.  Through the Michigan Regional Prosperity Initiative (RPI), WUPPDR received funds to explore the process of establishing a Regional GIS to house, update, analyze and access spatial or geographic data (e.g. parcels, location of underground infrastructure, roads) for our region. Across our region, local governments have varying levels of access to GIS data and capacity to create and maintain geographic information for their communities.  This program is meant to increase local government’s use of geographic information to inform government operations and insure that the data remain up-to-date. This survey is intended to collect feedback from local governments in the Western Upper Peninsula to guide the development of the Regional GIS by identifying the GIS information needs of local governments, data accessibility and storage options, and long-term sustainability of the system.

What is a Regional GIS?  For the purpose of this project, the term “Regional GIS” refers to a database of geographic information for the Western Upper Peninsula’s six counties:  Baraga, Gogebic, Houghton, Iron, Keweenaw, and Ontonagon.  The Regional GIS can serve as both a repository for digitized maps and a tool for solving geographic problems.  WUPPDR is proposing, in partnership with Michigan Technological University, to host the database and provide technical assistance to participating local units of government.  Participating local governments will ultimately be able to store, view and download GIS information through an online portal.  Through this survey, we hope to gauge the interest and preferences of local governments to optimize the system’s design. 

SURVEY INSTRUCTIONS
This survey will take approximately 20 minutes to complete and will cover the following topics:  current local government GIS data access and capacity, desire for other GIS data, and regional GIS design options.

Who Should Complete this Survey?  This survey should be completed by an individual with knowledge of your government’s current GIS uses or for a future GIS preferences. It is not uncommon for multiple departments (e.g. public safety, equalization, public works, etc.) to use various forms of geographic information.  Please consult with your departments to ensure that their perspectives are represented in your responses. 

The answers you provide will remain confidential, and your participation is completely voluntary. You are free to stop taking the survey at any point or to skip questions you do not want to answer. We will interpret your completion of this survey as your consent to participate.
