The 51 miles of the Los Angeles River drain an 870-acre watershed through the second largest urban region in the US, and into two of the world’s busiest ports and the world’s largest water body, the Pacific Ocean.
The primary objectives of the project are to:
• reestablish riparian strand, freshwater marsh, and aquatic habitat communities;
• reconnect the River to major tributaries, its historic floodplain, and the significant ecological areas of surrounding mountain and hillside areas.
The all-encompassing project vision will deliver:
- a revitalized waterway safely enhancing the quality and quantity of water flowing through the LA region;
- a reimagined landscape providing abundant parks and open space while nurturing the region’s natural biodiversity and;
- a connected network of neighborhoods uniting the region with improved mobility and shared access to arts, culture, recreation and community programming.

- The LA River's primary design purpose is for flood mitigation as a flood channel with concrete lining.
- The River revitalization project will transform parts of the channel from concrete to soft bottom to enhance the ecological site; however, the modifications will incorporate designs and systems to ensure flood control is maintained.

- The City is currently considering an Enhanced Infrastructure Financing District (EIFD) which serves as a value-capture mechanism to reinvest incremental property tax growth into areas immediately surrounding the River.
- The City is also contemplating a "set-aside" structure for affordable housing to mitigate the effects of displacement as new external investment enters the region. As more investment enters the area, the property tax revenue increases, thus creating a virtuous cycle for enhancing the Project's impact and the communities it impacts.
