This is the time of the year when our state legislature is pouring over the Governor's budget, as well as considering how to fund many competing demands. The Department of Early Learning (DEL) has asked us to give them our best estimate regarding the number of ECEAP slots we will be requesting in the next biennium (2017-18 and 2018-19). As we began to look at the possible scenarios, it became quite evident that we have some complexities to consider before we can respond to DEL.
 
As you all know, when we received our new Head Start (HS) 412 Grant, we received approximately $1.8 million less. One of our many strategies to address this budget deficit is to re-negotiate our slot rate with HS Region X office. We will be meeting with Region X the first week of February and will begin this conversation. Because the amount of funding for the HS 412 grant cannot be increased, the only way to increase the slot rate is to reduce the number of children and families we serve. To allow enough funding for both subcontractors and PSESD supports, this may be a reduction of up to 130 HS slots.
 
Fortunately, we have an opportunity to replace HS slots with ECEAP slots. The Governor and DEL are asking the legislature for 1,333 new ECEAP slots for 2017-18 and 1,575 for 2018-19. The ask to the legislature also includes a 6% vendor-rate increase which we've reflected in the slot rates below*. There is optimism that this vendor-rate increase will go through, although it is not guaranteed.
                            
PART DAY:  20% of slots requested to legislature will be Part Day (360 hours per year)

Non-School District Pass-Through (75%):  *$5,828 per slot

FULL SCHOOL DAY: 70% of slots requested to legislature will be Full School Day (1000 hrs per year)
School District Pass-Through (72%):  *$7,508 per slot (subsidy can be collected for hrs outside of ECEAP)
Non-School District Pass-Through (75%):  *$7,821 per slot (subsidy can be collected for hrs outside of ECEAP)
Start Date: by September 30, full enrolled in 30 days
 
EXTENDED DAY:  10% of slots requested to legislature will be Extended Day (full-day/full-year)
School District Pass-Through (72%): *$10,484 per slot (subsidy included in slot rate)
Non-School District Pass-Through (75%): *$10,921 per slot (subsidy included in slot rate)
Start Date: first business day in July, fully enrolled in 30 days
 
SUMMER CLASSES: 320 slots requested summer of 2017, 320 slots summer 2018
Pass-Through (72%, 75%): No additional fiscal information provided from DEL. See slot rates above with the assumption that slot rate would be increased due to increase in number of service hours/days.
