Redcar & Cleveland Borough Council wants to hear your views on the proposed changes to post-16 education and training transport arrangements.

This applies to young people aged 16, 17 and 18 with Special Educational Needs and or Disabilities (SEND) who have an Education, Health and Care Plan (EHCP).

The policy change will not affect:
  • Young people who are receiving transport services to access secondary education (including those who are aged 16 and in Year 11).
  • Young people with SEND aged 19 – 25 who are receiving transport services to access education or training.
There are a range of services and support available to help post 16 learners travel to education and training, this is explained in the Post 16 Transport Policy. For young people with an EHCP who are eligible, and have no other way of travelling, the Council currently provide transport free of charge.

There is no legal requirement for Councils to provide a post 16 transport service and, therefore, due to the financial pressures that Redcar & Cleveland Borough Council are facing we must ask students/their parents for a contribution to the cost.

This is in line with many other Councils and so that our budgets can be prioritised for vital public services that we must provide by law.

This consultation seeks the views of our communities on the changes to the Post 16 Transport Policy, the introduction of a contributory fee and the introduction of a discount for low income families.
