Maintenance Services – includes any work necessary for the continued operation or upkeep of facilities, structures, buildings, building systems, and grounds, e.g., building cleaning and maintenance services, grounds keeping services.

Human, Cultural, Social and Educational Services - e.g., includes services provided through the Departments of Health and Mental Hygiene, Human Resources, Labor, Licensing, and Regulation, or Juvenile Justice, the Office for Individuals with Disabilities, or the Office on Aging for the support, care, or shelter or training directly to third-party clients under a contract the primary purpose of which is the direct provision of cultural, educational, human or social services.

Services – e.g., services provided by attorneys, accountants, physicians, consultants, and other professionals who are independent contractors (Does not include maintenance services, A/E services, energy performance contract or construction related services.
