The leading contributing factor to fatal crashes in Philadelphia is aggressive driving, including speeding.  In addition to being a factor in causing the crash, speed is also the primary determinant as to whether a crash victim will live or die. At 20 miles per hour, survival rate of a pedestrian is over 90%. At 30 miles per hour, it is only 50%. At 40 miles per hour, the survival rate drops to 10%.
