EDNY Healthcare Survey

To help the Task Force with their work, they need to understand what is happening at parishes across the Diocese. The attached survey is a list of detailed questions - it is not an audit. Please be assured that the data submitted will be used solely by the Task Force to try to help parishes manage their health care benefit costs. We are sensitive to personal information privacy laws, so please do not include any personal data or healthcare information in your responses.

We appreciate that the employer, who may be paying the majority of the insurance premium, might have a different perspective than the employee, who may be happy with their medical coverage. We want the perspective of both when completing the survey. These diverse perspectives will help us better understand the challenges that are before us as a community. So, we respectfully request that the rector or priest -in-charge engage with the Treasurer or other party who is knowledgeable about the budget and is involved in making financial decisions for your parish when completing the survey. We also request that you engage with your Warden to make sure they are aligned with your responses.

We have also included a brief glossary of a few key terms and concepts and a side-by-side comparison of the annual premium, deductibles, out of pocket limit for the plans offered by EDNY and administered by Church Pension Group (“CPG”). We hope this information will help to highlight the differences in the plans and assist you in completing the survey.

3.How many employees of your parish are eligible to participate in your healthcare coverages? Please be sure to include lay employees working and paid less than 30 hours per week, but at least 20 hours per week.

9.CPG, which administers the plans, states “Medical coverages and exclusions in the plans are identical”. The difference in the plans is member’s out-of-pocket related to deductibles, copays, coinsurances and the out-of-pocket limits. Did you understand that the plan coverages are the same under each of the CPG plans?
10.The CDHP-20 has a higher deductible which is supported by a Health Savings Account (HSA) for each participant in the CDHP-20. The HSA is available to help the employee pay for eligible healthcare expenses today and in the future. The Employee +1 deductible for 2026 is $6,800. EDNY recommends that the employer covers 75% of the deductible ($5,100 for 2026) and that the employee covers 25% ($1,700 for 2026). The employee retains all unused amounts in the HSA. Also, the HSA is portable, so it moves with the employees if they change jobs. The HSA funds are not taxable, but may only be used for authorized expenses. Have you or your employees considered enrolling in the CDHP-20 plan?

If yes, have your eligible employees considered the Medicare Secondary Payer Option, which offers approximately 20% reduction in plan expenses? Given that the coverages and exclusions are the same, would you consider moving to the PPO80 since that would result in a 25% reduction of the annual premium?
18.CPG indicates that the PPO100 and CDHP-20 offer the same coverages and exclusions and that the differences are in the deductibles, copays, co-insurance and out of pocket limit. Here are the key 2026 financial components for Employee +1 in network:

If employers follow the EDNY recommended guidelines, the employer will contribute 75% of the deductible ($5,100 in 2026) to the employee’s HSA. If no employee cost sharing exists, the employer would save $10,884 in annual premium in the above example even after funding $5,100 of the HSA, which would still be a 29% saving as compared to the PPO100 annual premium. Also, with the employer’s HSA contribution, the employee’s contribution to its out-of-pocket limit for 2026 would be a maximum of $3,350 (less than the PPO80 out-of-pocket limit of $7,000). Given that the coverages and exclusions in both plans are the same, would you consider moving to the CDHP-20?
19.The Task Force is planning to develop educational materials on the following topics:

1. PPO100, PPO80, CDHP-20 and Medicare Secondary Payer Option offer identical healthcare coverages; differences lie in deductibles, co-pays, coinsurances and out of pocket limits. It is important for members to understand that the benefits are not better under the PPO100 – coverages and exclusions in the plans are identical. 
2. Per CPG, "PPO100 is over insurance for many".  We want members to understand what “over insurance” means so that they can make informed decisions.
3. Out-of-pocket limit.  Want members to understand their maximum financial exposure as well as deductibles, co-pays and coinsurance.   
4. Consumer Directed Health Plan and Health Savings Account.   
5. Medicare Secondary Payer Option which can result in an approximately 20% annual savings for eligible participants.
6. Cost sharing between employer and employee.
