Project Background
The Portland Bureau of Transportation (PBOT) is accepting applications for organizational partners to assist in delivering a transportation incentive package that provides Portlanders living on a low-income access to free transportation options like transit passes, bike share memberships, and carshare credits. The program began as the Transportation Wallet for Residents of Affordable Housing pilot and now graduated from the pilot phase with a new name, Transportation Wallet: Access for All.

PBOT is dedicated to developing programs that manage demand and improve efficiency on our transportation system. An effective approach involves strategies to encourage and incentivize people to take transit, walk, bicycle, ride e-scooters, carpool and telework while discouraging drive-alone trips. Using more active forms of transportation helps reduce congestion, saves people money, and has positive environmental and personal health benefits.

PBOT is looking to partner with community organizations who work with low-income populations to provide a package of transportation options incentives, known as the Transportation Wallet, for up to 1500 residents across the city. PBOT has the budget to provide the Transportation Wallet to participants and to provide some compensation to organizational partners for their time in participating in the project and supporting the Wallet recipients using the program.

Eligibility for Organizational Partners to Participate in Transportation Wallet: Access for All: 
1. You are an organization that serves Portlanders living on a low-income and employ a staff of resident coordinators, case workers, or other classification that regularly interacts with people living on low-income.
2. Willingness to participate in the implementation of the program as detailed in the FAQ page and meet the expectations for organizational partners as outlined in #7.
3. You have support from staff at both the direct client level and an Executive Sponsor.
4. You have completed the Letter of Interest Form.
