Why do we grade? What is the purpose?

Should homework be graded? Should effort be included in academic grading? Should each grade level classroom use the same criteria for grading? Should students have a chance to retake tests to demonstrate mastery?  Do you feel an 80% in ELA in one classroom should measure the exact same criteria in another grade level classroom? Help guide our decisions by answering the following questions.
