Question Title

* 5. In typical years, the District is funded based on the average daily attendance of students. This year the District has benefitted from a “Hold Harmless” provision at the state level that will not be in place for the next school year. The Hold Harmless provision proved to be very helpful to the District in allowing the District to maintain staffing stability this year while enrollment and attendance fluctuated as a result of the pandemic.

Do you agree with the planning assumption that the District should reserve a portion of funds in order to protect current staffing levels and ensure that the operating budget can respond to any loss of enrollment or increase in student absences as a result of the pandemic?

Question Title

* 6. In addition to holding funds in the event that revenue expectations are not met, the District also believes it is worth supplanting some budgeted funds (replacing with ESSER III funds for allowable expenditures) for the purpose of saving some money to extend some programs, positions, or interventions for an additional year or two. Do you agree with this planning assumption?

Question Title

* 7. One plan being considered provides campuses with a portion of the ESSER III funds based on student enrollment for the purpose of developing a campus plan to recover lost learning.
