ANAC Policy Committee Survey

The ANAC Public Policy Committee is conducting this survey of ANAC members to gather information as they evaluate and update the ANAC policy agenda for 2022- 2026. The policy agenda aligns with our mission and guides the policy & advocacy work of the organization, including but not limited to policy statements, messages to elected officials and key decision makers, HIV and nursing coalition efforts, sign on letters,  conference and webinar content, etc. This applies to U.S based and global HIV issues and initiatives. The ANAC mission and current policy agenda can be found on our website under the Public Policy tab. It is a good idea to review the current policy agenda before completing the survey. Please freely use the comments boxes in each question to add in suggestions, including strategies, tactics and language. 
1.The ANAC policy agenda is organized around 4 pillars: Access to Care: Human Rights: Implementation of Evidence-based Prevention & Care programs: Workforce Development . They are NOT in rank order, all equally important at times.  These 4 pillars or main areas are a good framework  for the more detailed agenda

2.The first pillar or focus area, Access to Care focuses on financing and policies that support HIV programs and optimal outcomes.  Funding for the Ryan White Care Act, Affordable Care Act, and equity in state programs such as Medicaid and AIDS Drug Assistance Programs and global funding streams such as PEPFAR, the Global Fund and other sources for global HIV health are included. In 2022, it's recommended that Medicare be added as PWH are aging. It is also suggested that advocating for resources to achieve the goals of the National HIV/AIDS Strategy and the Plan to End HIV Epidemic be included.
These are the access to care policy issues that  ANAC should focus on.

3.The second area, Human Rights, focuses on advocating for changing laws and policies that intersect with the rights of a person with or at risk for HIV. This includes HIV criminalization, infringement of full LGBTQ+ rights and educating nurses and policymakers about the impact of HIV criminalization & anti-LGBTQ+ laws and policies. In 2022, it's recommended that laws and policies that threaten or restrict rights based in racial, gender, or immigration status that impact HIV communities be included and the intersection of human rights with HIV prevention, engagement in care and health outcomes be added to the text.  These are the policy areas of human rights that ANAC should focus on.

4.The third pillar, Implementation of Evidence-based Prevention & Care programs, focuses on support for HIV testing, comprehensive sex education, harm & risk reduction, community based approaches, prevention through care & treatment and PrEP and U=U. In 2022, it's recommended that evidence based connections to HIV outcomes and social determinants of health (e.g. stable housing) be added. These are the relevant evidence based policy issues that ANAC should focus on:

5.The fourth pillar or focus area, Workforce Issues, focuses on support for the HIV nursing workforce through advocating for full practice authority, safe working conditions, support for Nursing Education through Title VIII, incentives such as loan forgiveness, clinical fellowships & appropriate reimbursement for nurses. In 2022, it's recommended that support for the aims of the Future of Nursing Report 2020-2030 be included.   This includes advocating for a workforce that is diverse, including gender, race, and ethnicity, across all levels of nursing education and practice. These are the relevant workforce policy issues that ANAC should focus on.
