I'm the Democrat on the ballot, but I'm talking with EVERYONE about issues we all care about: a healthier economy, stronger schools, safer communities, a cleaner environment....  Please take a few minutes to express your views on how to make Delaware even better!

* 1. TRANSPORTATION, RESOURCE and ENVIRONMENT ISSUES:

Increase the state gasoline tax by 10 cents/gallon to replenish the Transportation Trust Fund.
Increase road and bridge tolls during rush hours to reduce congestion and finance road maintenance.
Replace the gasoline tax with a broader "carbon tax" on all fossil fuels (oil, coal, natural gas), using the revenues to improve transportation efficiency and subsidize renewable energy initiatives.
Provide subsidies for the purchase of solar electricity panels for homes and businesses.
Expand the Port of Wilmington by permitting a new port facility on the Delaware River (amending the Coastal Zone Act).
Add a state surcharge on local property taxes to pay for water quality projects.
Dedicate at least half of the state's realty transfer tax revenues to land conservation (habitat protection, purchase of public open space and farmland preservation).

Require new charter schools to be approved by the school board of the public school district in which they are located.
Consolidate the regular public school districts into county-wide districts, and the vo-techs into a single state-wide district.
Reform the state's "unit count" funding system so that districts have more flexibility in staffing their schools.
Fund enough elementary school teachers so that districts can actually comply with the class size law in homerooms, without sacrificing science, art, physical education, counseling, etc.
Allow local school districts to index local property taxes to inflation (the consumer price index), so that they aren't required to go to public referendum every 3-5 years to cover rising operating costs.
De-emphasize standardized testing; focus on graduation rates.

Increase the state minimum wage to $10.10/hour.
Designate special zones where businesses are exempt from the minimum wage law.
Create a state-run workers' compensation insurance program to control runaway insurance costs.
Update the state tax code to include a higher marginal tax for adjusted gross incomes in excess of $100,000.
Create a state-run health insurance program similar to Vermont's to make the Affordable Care Act operate more efficiently.
Stop the casino bail-outs.
Redesign our entire economic development strategy.  Focus on streamlined permitting, an efficient infrastructure, and a level playing field for all businesses.  No more sweet deals to recruit companies that promise jobs but don't deliver.
Legalize, regulate and tax marijuana for recreational use.

Overturn county and local ordinances that prohibit citizens from possessing Tasers or similar non-lethal stun-guns.
Divert all non-violent drug offenders from prison to intensive drug rehabilitation.
Ban red-light cameras.
Supplement federal SNAP (food stamp) benefits for low-income families, providing coupons to spend in local farmers' markets.
