2020 MOTIONS presented to managers for a vote.  A 'YES' vote by you  (the Manager)  indicates motion acceptance and a 'NO' vote indicates motion rejection.  Your Board of Directors recommends a 'Yes' vote for all motions, but realizes that Motions 5 and 6 may need more discussion at our March Managers' meeting.  You need to include your Name, Team Name from 2019 season, Day of Play during 2019 season, and Tier Number from 2019 season.  The deadline for completing this survey is January 10th, 2020.

The following motions have been thoroughly discussed by the Board of Directors and most were unanimously accepted and all passed by your Directors during the December meeting and are presented here for your vote of approval.

Question Title

* 2. Enter Team Manager's Name, 2019 Team Name, 2019 Day of Play, and 2019 Tier

Question Title

* 3. Keep 3 Tiers each day and go by schedule whereby 1st 13 weeks are scheduled and are followed by rained-out games which will be played in the order in which they occurred during weeks 14-17.

Question Title

* 4. We will allow substitution in all leagues this year, generally per current 2019 Rules as published. 2020 Rules will reflect the changes we decide to make from the motions and then they will be the standard that we follow.
NOTE TO MANAGERS: There simply are not enough players available yet to keep every team at the 14 or 15 rostered players required to greatly reduce (although not eliminate) the need for substitutes.  Also, many of the players are not retired yet and can't always get off work.  Plus family functions, scheduled vacations, injuries, and emergencies also all take their toll on the number of players who show up for a game and so too many teams would have to play short-handed without the use of Subs.

Our goal is to attract more players (See Items B. 4. and B.5. in email sent to managers) to form a Tier 4 Team on Thursday and to have more players available to be drafted so teams can (at some point in the future) get up to 15 players on their roster and thereby mostly eliminate the need for subs in most cases. As with last year's 'Grandfather Clause' , rostered players on last year's teams will be allowed to be on the same team this year even if they do play Tier 1 ball this year also.

Question Title

* 5. Subs may play any position, but must bat at the end of the batting order.

Question Title

* 6. NOTE TO MANAGERS: This Item (6) and the following Item (7) are intended to allow the weaker hitters and slower runners more of a chance to participate fully in the softball experience by actually getting on first base once in a while. The open field area would allow hitters a better chance to get on base without the defense loading up the shallow area of the outfield since some hitters are limited in how far they can hit the ball. Hopefully fewer C.R.s will then be used for them also.

An open grassy outfield area will be set up whereby no fielder may be in that area until the ball is hit. This allows the weaker hitters to maybe get a hit once in a while. All fielders must be behind that line or on the dirt of the infield. That line is likely to be about 75 feet from the bases.

Question Title

* 7. The outfielders may not throw a runner out at first.  An infielder who runs into the grass to field a ball may throw for an out at first.
