This category is only for a member of a local authority or town/parish council who has pulled all the stops out to ensure people across their area, whether it be residents, businesses or schools, have been able to join together to tackle litter. Perhaps they carried out extra bin bag collections or went above and beyond to promote the campaign in their council area.
