Program Overview

The COVID-19 Emergency Rental Assistance program is providing limited rental assistance funds to eligible County of Santa Barbara residents who live in unincorporated areas or cities, and who have experienced a loss of income due to the COVID-19 pandemic and can demonstrate the need for rental support. 

This program may provide eligible households with up $1,000 in monthly rental assistance for up to 3 months. Payments will be made directly to the landlord or property management company. This program does not provide financial assistance for mortgage payments or commercial tenants.

APPLICATIONS WILL BE PROCESSED IN ORDER RECEIVED, PROVIDED THAT ALL REQUIRED INFORMATION HAS BEEN SUBMITTED.  WE RESERVE THE RIGHT TO PROCESS APPLICATIONS IN THE ORDER THAT THEY ARE DEEMED COMPLETE AND READY TO PROCESS, REGARDLESS OF THE DATE OF ORIGINAL SUBMISSION. APPLICATIONS WILL BE PROCESSED AS LONG AS THERE ARE FUNDS AVAILABLE.  THERE IS NO GUARANTEE OF ASSISTANCE ONCE FUNDS ARE EXHAUSTED.

RESIDENTS ARE ELIGIBLE TO APPLY REGARDLESS OF IMMIGRATION STATUS.
Applicants must meet ALL of the following requirements:
  1. You must currently reside in a rental unit in an unincorporated area of Santa Barbara County. For example, unincorporated areas include, but are not limited to: Burton Mesa, Casmalia, Cuyama, Eastern Goleta Valley, Gaviota, Isla Vista, Los Alamos, Los Olivos, Montecito, Orcutt, Santa Ynez, Summerland, and Vandenberg Village.
  2. You must have experienced a loss of income related to COVID-19 and have no other resources to pay rent.
  3. Your household must qualify as a low-income household based on your current household income.
  4. You must plan to remain in your current unit. Rent assistance is for the purpose of helping residents stay in their current housing. Assistance may not be applied to moving expenses, utilities, security deposits, etc.
  5. You must NOT be receiving a rent subsidy via Section 8 Housing Choice Voucher, Project Based Subsidy or other permanent rent subsidy. Renters should contact the issuer of the subsidy for a possible rent adjustment.

Upon submission, your application will be sent to Family Service Agency (FSA), UWSBC’s contracted partner agency for case management services. A representative from FSA will contact you to set up an appointment to review your application. Please do not contact FSA; they will contact you.

You will be asked to provide the following required documentation at this meeting in order for your application to be reviewed:
  • Rental agreement or lease
  • Photo ID (Driver’s license, US or foreign passport, or CA ID card)
  • Proof of residency (utility bill, bank statement, tax return, or voter registration card)
  • Proof of loss of income due to COVID-19 (e.g. pay stub, employer letter, or tax return)
During your meeting, you and your FSA representative will review your application and required documentation, as well as discuss your needs. It is your responsibility to honor your appointment time. Your application will not be considered complete until you meet with your assigned FSA representative. Due to the high number of applications received, FSA will contact you as time allows.

Upon completion of your application and your meeting with FSA, UWSBC will review your full application and funding recommendation from FSA and provide written notice of a funding decision.

UWSBC retains the right to adjust final funding decisions.
